Giacomo Jacques Behar dedicates his practice exclusively to U.S. Immigration and Nationality law. With more than 12 years of experience as an Immigration lawyer, Mr. Behar, a world traveled polyglot, is fluent in 7 languages: English, French, Spanish, Italian, German, Hebrew and Turkish. He assists his clients in most of these languages on a daily basis. Mr. Behar, himself an immigrant and a naturalized U.S. citizen was born in Istanbul, Turkey, to an Italian father and a French speaking mother. He lived, studied and worked in Turkey, Israel, France, England and Switzerland prior to coming to the U.S. to complete his business studies in 1981.

Behar International Counsel, PLC, headed by Mr. Behar is headquartered in San Diego, California, with an additional location added in October 2004 in the West Hollywood area of Los Angeles, California. Our offices provide a full range of immigration law services in 8 languages (which also includes Russian, the language spoken by Mr. Behar’s partner, Ms. Edwards). Mr. Behar dedicates himself to mainly work visas, business and family immigration matters, as well as representing clients in U.S. consulates in Canada and Mexico.

Mr. Behar attended the Interpreters’ School in Zurich, Switzerland, where he was trained to become a translator and a simultaneous interpreter in foreign languages. He later received a Bachelor’s degree in Business Administration, as well as Masters in Business Administration (MBA) in Finance from the U.S. International University in San Diego, California, as well as a Juris Doctor degree from the California Western School of Law in San Diego, California in 1992.

Attorney Behar is a frequent lecturer on Immigration law issues to numerous ethnic and multi-cultural associations across California, as well as in Europe.

Personal Affiliations

Attorney Behar is a member, in good standing, of the American Immigration Lawyers Association and currently serves as the Chairman of its San Diego chapter’s liaison committee with the Immigration Service’s California Service Center in Laguna Niguel, California.
